xelaRight now, the third google hit on <<new postal rates>> is http://www.govspot.com/ask/postalrates.htm, which begins:

Guess who's not going on my list of recommended government information aggregators....
I found the actual official rate chart at prc..gov. Perhaps I'm punchy, but I'm amused as hell that there is such a domain as prc.gov.
